The Kansas Rural Development Council has undertaken the task of trying to halt the destabilizing process of railroad abandonment in rural Kansas and open dialogue among stakeholders that will lead to transportation policy that will increase rail freight service in our rural communities thus alleviating the spiraling cost of road maintenance for the state and local governments. At a time when tax revenues are dwindling in Kansas coffers, it is imperative that a cost effective transportation model be developed to guide future transportation spending measures.
The following White Papers were developed by KRDC to serve as background information and a stimulus to advance a rural freight transportation plan in Kansas.
